After a long time looking, I'm beginning to favor the color being primer gray. No photos I've found, even new locomotives, show any gloss, and most of the light-colored locomotives have no lettering. The dark locomotives with light lettering often show some gloss.

They may have been intended to be painted after assignment to the Army, Navy, Allies, etc, in their colors.
