NNG: Safety Valve Question; Why are there two different types?

I noticed something different about this locomotive's safety valves.

Why does it have (from what I know) one standard safety valve and two modern looking safety valves?

Are these newer valves required by code on certain steam locomotives?

Do they work well or can they be used on a steam locomotive for the primary safety valves?

I know the Strasburg railroad makes reproduction safety valves, I heard they were like $3,500 but I'm not too sure.
