What is most unfortunate is the management at the TSR at the time (Texas Parks & Wildlife) knew exactly what they were purchasing, and had the proposed specifications in hand before they built it. The boiler was built to those specs. What is even worse is the Superintendent of the TSR at the time had experience and knowledge in the steam RR industry before he came to work there, but did not seek any outside advice on how to create the new boilers.
The boiler made for the Santa Fe 4-6-2 #1316 (former #500) is an even worse engineering debacle.
