the Red side of the Blade faces the direction to which it controls, the reverse is painted White. On the Train Order Semaphore, both directions are signalled on the one Mast. These indicate whether the train has to stop for orders, or pass through with no change, sort of an early block signal I have been told. Those TO signals are unlike what we had governing our Stations, which where set at the outer end of the passing tracks to control trains entering the station.
That of course is the simple answer for a simple station, the more tracks such as additional passing and yard tracks and/or junctions required more signals.
