I notice the lower semaphore has a middle position, not just on-off.

Having worked in electronics test engineering for 25 years, I understand fail safe very well. I'd forgotten the pivot point on the two types of semaphores were in different positions.

Another interesting thing about the PRR was their 3 position all white signals to sort of duplicate the semaphore. The PRR was the self proclaimed Standard Railroad of the World even though did do odd things quite often such as Belpaire fireboxes and the 3 position all white signals and their experimenting with Duplexes and rejection of the Articulateds.
