From the EBay listing:

RIO GRANDE SOUTHERN RAILROAD - SILVERTON RAILROAD, silver filigree railroad pass, 1892

Pass # 390.

Issued to Austin MacFarland.

Otto Mears facsimile signature as president (lower right-hand corner of silver pass).

From pages 16-17 of William Strong's THE REMARKABLE RAILROAD PASSES OF OTTO MEARS (if interested in this pass you should acquire this publication):

Silver pass is 1.5 inches in height by 2.75 inches in length (38 mm by 70 mm);

"... To its solid silver border fine braided silver wires were attached to form a dense ornate web joining the border to a center plate ....";

Light can be seen between openings in design. Leaves are overlaid;

S. Spitz, Santa Fe, silversmith.
