The photo appears to be cropped. There is writing in the upper left. If we had the full photo we might be able to read the writing. That might help ID the photo location.
Also unless your friend's great grandfather is a fairly short person the gauge appears to be wider than 36". Perhaps it is a 42" gauge? That might also be a clue.
