Lock1Smith,
The C&S was broke and local taxes had not been paid. Check the photos on page 193 and 194 of C&S Clear Creek District and note the gon in the photos with ties and in the bottom photo on 194 note the gon of ties at Forks Creek on the line to Black Hawk. The C&S did not have the money for things "new" such as ties or rail.
