Hi,

What this is is a battery.

Often a steel structure in a body of water will have dis-similar metals that has an electric potential.

What this sounds like is with the zinc improperly grounded (loose connection) to the locomotive, a voltage differential can occur.

If I recall correctly, we discussed it here with respect to locomotive tenders. Maybe it was over on RYPN.
