Three Truck Shay Question

Question:

Gentlemen, on the third truck of a three-truck shay, is the truck fixed permanently to the tender? Or does it pivot freely under the tender?

All my On3 West Side Shay models have the tender truck fixed to the tender, it does not move independently from the tender. It that true with the prototypes?
