It just doesn't make logical sense to put large boxes under passenger cars to carry "tools". Baggage maybe, possibly... If not being used for power, or perhaps some some sort of heating/airconditioning machinery. Even if the power was coming from the baggage car, there would still need to be room for the power equipment on the cars. My feeling is that the D&RGW didn't waste money, and there must have been a specific purpose.
