What is it? Found on RoW.

Any ideas? 24 inches long, 7 inches tall, bolts to straddle 6 inch beams, opening in center is 9 inches by 6 5/8 inches, heavy duty. Found near suspected site of abandoned railcar, other large bolts and rotten wood present along with truss type rods. First thought was that this piece was from a winch of some type, but then found other parts that make me think railcar.
