I've heard lots of stories about various goods and pieces of equipment "sprouting legs" and vanishing during the closing of various military bases both after WW2 and Vietnam, but then again, a narrow gauge locomotive isn't exactly a box of MREs. Perhaps it's on some South Pacific island playing host to its own cargo cult?
