Terry Ross made a similar suggestion in his proposal to the states just after the C&T was created. He wanted a hunting/ski resort near Osier and additional hunting resorts near Sublette and Phantom Curve (if I remember this right) that would only be reachable by train. Naturally this would generate additional year-round revenue for the railroad, but also provide the finances and reason to keep the line open full time.

Helluva cool idea. Just takes gons of cash to get it started...
