1) It would have been easier if the road had not been paved.
2) Poorer roads would have kept freight and passengers on the railroad.
3) Poorer roads would have made trucking companies make their own rights of way and been cost un-competitive with the railroads.
4) It would have reduced expenditures by Departments of Transportation and would help lower Texas.
