Rails on tenders

As I was finishing up my D&RGW video with previews at the end I ran one we shot in 1992 on Craft's trip. Anyway in one scene I noticed something I had not from the past. I was shooting in the cupola of the caboose right behind the tender of 497(Fireman's side). There ahead of me on the tender top to the left of the dog house were two pieces of rail laying there.

Was this rail for (a) to replace a broken rail section somewhere if needed? or (b) to aid in possible re-railing if needed, or (c) for something else?
