White tank cars in Chama

OK I know that the friends work session is going on in Chama this week, and the C&TS is testing the engines. What is the story behind the two white tank cars near the old roundhouse? They appear to be freshly painted, but I would have expected them to be painted black.
Is the white a primer? They appear to be restored "gramps" style oil tank cars, but the white is throwing me off.
If the white is their final color are they to be used as water cars?
