I'd imagine that you want to have the centerline of the track aligned with the centerline of the bridge. If not, you'd have more of the weight of the train and track to one side of the bridge, which would cause uneven stress in the bridge's members as well as cause an overall moment towards that one side.

I'd imagine that's what they're correcting- but I do not know for sure.
