I can confirm that Nelson Blount is the person who brought #12 to Edaville. He had gone to Mexico in search of a remaining 2' mogul from the Cordoba and Huatusco. I think the year was 1959 or 1960, but I can't swear to it. Mr.Blount couldn't find the C&H mogul, so the story goes he came home with #12 instead. The plan was to narrow the loco to two foot gauge, but the combination of weight and rigid wheelbase mitigated against this course of action.
As it turns out, J. David Conrad's "The Steam Locomotive Directory of North America, Vol. 2" states that C&H mogul #2 now resides at Pantaco Sports Stadium in Mexico City.
I spent many happy hours as a kid crawling over #12 at Edaville. Its really wonderful to see her beautifully restored. More power to you all.
