Right, Skip -

1) They are conducive to "featherbedding", almost as detrimental to railroading as N*I*M*B*Y-ism.
2) They may be conducive to 'dozing', and "If You Snooze, You lose - If You Doze, Who Knows??"
3) In this day and age they might conceal Improvised Explosive Devices, or who knows what?

OTOH, they may cushion the fall of someone who steps on the railhead and slips, so they may have some redeeming social value after all ...
