This is an attempt to not hyjack the "what if" thread.

That thread raised a few questions for me. Could the 28s have run on the RGS at the time that the 27s did? Why not?
The ex Crystal River locomotives were not used due to derailment during delivery yet I was thinking I saw where a C21 ran at least to Rico. If they couldn't be used then how were the 27s able to be used?
Sorry for this random stream of unconsciousness.
