Rio Grande 268- What is that apparatus over the pilot?

Hello,

Can someone tell me what the apparatus is on the pilot of the 268? It is a cylinder hanging by chains from a frame in front of the boiler on the pilot. The interesting thing is it seems to come and go. It isn't there today and wasn't there during the World's Fair but it seems like it was there between the World's Fair and abandonment.
