Another Water Tower Question

Attached is a picture of the tank at Osier:
Regarding the short boards behind the spout, in the center of the spout frame that run horizontally; what is the purpose of these boards? Were they a crude ladder?
I see them on several water tanks, mostly back in Rio Grande / Southern days. Towards the end of operations, they got to be in bad shape, and some were gone all together.
