It sorta works, once you release the expander the tube loses it's elastic
memory but it does reduce the clearance between the tube and the sheet.
It takes a bit of load off the roll and increases sealing capacity. It's
more critical on the smokebox side in that side normally doesn't get seal
welded. One thing on the welding and Earl touched on it a bit, once you
weld it's very difficult to resurface the face when new tubes are used ie
you usually have to replace the whole tube sheet.
