Removable double pane windows on San Juan

In looking at some photos of the D&RGW San Juan I noticed what appear to be removable double pane windows. Were these applied during the winter and then removed in the summer? They look like they used a wing nut in the four corners to attach them to the existing window frame. Was this only a San Juan addition and was it part of the original rebuild in 1937?
