Speed and wheel size of rolling stock

For the sake of this question, let's take as a given there existed a narrow gauge locomotive capable of 40 mph and the track can handle it.

Does the size of the wheels on the rolling stock have anything to do with the maximum safe speed possible?

Did the 26 inch diameter wheels play a role in train speed?
