That 4-track to two double tracks configuration is something I've seen before, for example in this 1929 image of the LIRR at Hillside (RJ Tower) in Queens, New York. Note the diamond in the middle under the signal bridge -- it must have given the tower operator nightmares! The LIRR was controlled by the PRR in this era, so perhaps this was just the Pennsy's way of doing things. (Photo from the Art Huneke collection.)
