Palmers plan was to connect his line into Mexico City from Denver, interesting to note that even though his dream didn't come true, most of the names of towns heading west into the mountains of Colorado created by the Denver and Rio Grande RR are of spanish origin. If he couldn't reach Mexico City he would bring it to America.
