I don't think so sjh7. If the photo is dated wrong then maybe. But I have a few more photos from the same photographer, date and location. Most of the cars in the photos are stock cars. In one photo you can see new boards on one car with hardware back on but it has not been painted yet.
So maybe the saw horses are there from that.

If the photo is dated correctly then its almost a year after the photo I linked too on the DPL.
I suppose they could be touching up the paint. Although that doesn't seem very RGS.
