Actually Chris, I don't think the photo link in your post is the "on top" view of the Alamosa oil transfer facility as it only had one track and not two as in the photo. Given the buildings in the background that appear to be the east side of the shop complex. That would put the tracks shown between the refinery and the shops.
It is a neat photo nonetheless.
FYI, there are two interesting photos in this years
Summer 2012 issue of
Russ Reiberg's The Narrow Gauge Annual by Westlake Punblishing that show the refinery with the two tracks and also a view of the east end of the single track oil transfer facility
on page 9. Unfortunately, these are copyrighted Mal Ferrel collection photos so I won't scan/post them. However, this 2012 annual has a great Mal Ferrel photo essay on the Alamosa to Chama NG Main line, well worth the $20.
