The locomotive looks like one of the Ft. Stevens, Oregon 0-4-4 Baldwins that ended up in Palisade, Nevada and were photographed in 1938 by Ted Wurm and others. Those locomotives were built in early 1903 and they were lettered U.S. Engineer Department on the cab and they were numbered 6 to 10. Only 6, 7, & 8 supposely went to the Eureka-Nevada. #6 was still intact in 1938, but she was out on the scrap line. The Fort Stevens locomotives were a different spec than the one Andrew posted.
