Steve,

I went through the Baldwin spec sheets quickly and I suspect the locomotive in question started out as one of these:
U.S. Govt (Engineering Department). There are various notes on the spec, one of which indicates this batch were headed to Oregon specifically. The trouble is these do not seem to have been numbered as ordered except for #5. Otherwise the circa 1890 date on your image and the timing of when these locomotives were built seem to match up.
