It reads "US Engineer Department 6"and does appear to be a Baldwin plate. The image isn't clear enough to make out any lettering on the builder's plate though. The print I bought is a slightly textured, 4x5 contact print, I put the "frame" around it.
It's tough to tell if this is narrow gauge or standard. I know some of the contractor engines on the Washington side were narrow gauge, but there were several different periods of building on these jetties, starting around 1885 and finishing the main structures sometime around 1910.
