I suspect based on my SP experience that Festus is correct. Branch lines were usually assumed to have a positive FMV in terms of the value of the track material exceeding the cost of removal. But a lot depended on the real market value of the track material, which can vary greatly with the cost of removal, transportation, and market conditions for both reusable material and scrap.
