Hey, Rods,
If you are anywhere near Omaha or Council Bluffs, it may not be too difficult for you to motor over to Mount Pleasant IA and see and photograph a REAL C-21, built almost identically to the two engines which became #360 and #361.
CyZ #1, last I was aware of, is still there at the Midwest Central Railroad Museum there. Bob Richardson put me on the scent of that engine when I was looking for information on another almost identical sister of this engine, CB&Q #537. At that time it was in El Centro, CA. The builders number is very close to both of the C-21's and #537, and the specs are almost identical.
NGDF contributor and good guy Mark Valarius helped a lot on information for drawings Matt Hutson did of #537 for Hol Wagner's article for the Burlington Bulletin several years ago. Mark has retired now and I don't have a current email for him.
Should anyone think I'm nuts, here is the link to a couple of photos of #1, almost exactly as built, complete with the original slope back tender. [

The date of the picture is incorrect as 2003, these are vintage Otto Perry photos taken years ago in Mexico.
It's right there, all you have to do is contact somebody at Midwest Central and see if you can take some photos.
Good luck!
