For what it is worth, Here is my interpretation of the compac.
“To promote the public welfare by encouraging and facilitating recreation and by preserving, as a living museum for future generations, a mode of transportation”
• Promote is not synonymous with provide.
• Encouraging in this usage means to give residents something to tie onto and to build on.
• Facilitating here means to assist the area in bringing in visitors by providing an attraction.
• Preserving a mode of transportation: This is the most incorrectly interpreted part of the paragraph. It does not say preserve the D&RGWRR.
