In 1972-73 a group of us in Telluride (o-k, mostly me - but there was a lot of support from the town)
proposed re-laying the railroad just from "downtown" (much smaller then than now) out to a parking
lot to be built near the highway "Tee" in order to minimize the number of cars being driven into town.
The City, along with San Miguel County, owned or had easements on nearly all of the right-of-way
in town and out to the junction, but there was one landowner - IIRC a professor at my alma mater,
Colorado College - who refused to allow the rails to cross 100 feet of the back forty of his summer-
cabin land
