Dave, the Tuscan color is pretty vaugue in my experience and is unlike the color which came from Brunk's article in the Gazette based on Floquil colors of the time. Tuscan is too dark or too red or too whatever, in my opinion.
Your question was about C&S cabooses, and you and Ned should bear in mind that the cabooses on the C&S were painted in the same red used on everything else. So choose a color that fits or blends near to what your freight cars are painted. Back in the day, that old Boxcar Red was what most guys used but that color in Floquil looks nothing like it used to. So now a lot of us have tried all sorts of mixes to try to get it right. That Tamiya color is the bomb, trust me.
But for your C&S caboose, I would experiment first with the Zinc Chromate Primer. You will find that it looks different with a gloss topcoat from a flat or dull topcoat. But it does resemble the color Brunk suggested more than any stock Tuscan or any other stock color I have ever seen. I have an Overland caboose I am going to paint in the Zinc Chromate color so that is the best recommendation I can give.
And seriously, Tamiya's "Linolium Deck Brown", which was suggested to me by David Fletcher as the best for UP "Mineral Red", is virtually indistinguishable from the old Floquil Boxcar Red which is spot on from many chips I have from D&RGW freight cars.
