The whole assembly is referred to as the "Reverse Shaft" The two parallel arms go to the "Lifting Links" (noted as "SK.5260" on the drawing), which lift and lower the left & right valve motion "Links". These two arms are are sometimes referenced in technical books as the "Lifting Arms".
The "Shaft #1" and "Shaft #2" refer to the two different styles of the Lifting Arms (straight vs. Curved) shown on the drawing, which are part of the Reverse Shaft.
The table in the upper right hand corner notes Card #s that would be referenced in a locomotive Build Books. Card # 206 is the line that would have been referenced in the Build Books for CSRM's "Sonoma", Dan Markoff's "Eureka" and the Smithsonian's "Jupiter". They have Reverse Lever Rod style #1 and Reverse Shaft style #2 (curved arms).
