This is not an authoritative answer to your questions, but I'm confident that my answers are generally true.

Yes. However... preservation and maintenance of the existing equipment and facilities is the first priority.

Yes and no. There's lot's of stuff out there, but the folks that have it aren't in any hurry to part with it. Worthwhile stuff becomes available only on rare occaisons.

Probably not... unless there was something they really wanted in the bargain.
