I think having the original chassis is plenty to merit saying we still have the original locomotive. OK so it won't ever run again without 3 million dollars worth of new fabrication but its still in tact and sort of preserved.
My grandfather for the last twenty years of life restored antique trucks for a living, the vast majority of which, were only a chassis when they came into the shop. When they left they looked better than the day they left the factory. It's possible. Not only that, but it's probably less expensive to start with a bare chassis if your engine needs a new boiler, you don't have to screw around taking the old boiler and appliances off before you start fitting on the new one.
