Settling to Denver....??

Recently I recieved a piece of memorbilia in the form of a wooden handled ink stamp, with the words "WATSON, UTAH Settling to Denver". This came from the Uintah Railway station of Watson Utah, but no one I've talked to can make sense of it. Did it have something to do with tearing up the line nad moving away, something to do with mining Gilsonite or Oil Shale, or maybe something to do with Wool or Sheep ( as these were the only industries in this remote area)? What could this saying mean, and why was it used so often as to need an ink stamp? Any gueses, or hot air would be much appriciated.
