Early Narrow Gauge Switch Lock?

Our SVRR archives has many items not related to our primary focus that were from the estate of the late Ron Harr. I working on cataloging these items for future sale to benefit our archives efforts. The late Ron Harr believed this switch lock was from the WallaWalla and Columbia River RR. [www.historylink.org]
Are there any lock aficionados out there that can give me some insight on this and if it has any value.
