Winters without Hibrination (sp?)

Hi gang:
Thought I would start a new line of thought about the winter fate of the C&TS crews and others in Chama.
Maybe we are thinking too much about the railroad itself providing suitable employment for the winter season and not about other avenues that Chama might pursue by itself or with the help of the states or the railroad to establish other industries that only need full employment during the winter season, and I am not talking here about recreational industries I am talking about manufacturing. There are many industries that find themselves with business enough for running 6 months and shipping from inventory the rest of the year. If one or two of these requiring 25 of 30 people could be induced to relocate to Chama and Antonito we might be able to make a marriage of convenience between the RR operator and such industries. Six Mos on the rR and Six months in the factory with commonly shared benefits etc....
