Snow plows, geared locomotives and rod locomotives

Seeing the recently posted photographs of snow clearing operations on the Sumpter Valley has made me wonder which type of locomotive would be better suited to snow clearing operations.

Would geared locomotives be better with a push plow or rotary given their ability to operate at slow speeds?

Or are rod locomotives better at snow clearing in all situations?

Would one be better with one type of plow and the other with the other type of plow?

i.e, geared better with the rotary but rod better with a push plow or vice versa?
