1472 operating days?

In the US, steam locomotives are required to have a major boiler inspection / overhaul at 1472 operating days or 15 years. Where did they come up with 1472? I know the FRA had to come up with some number, but I am trying to figure why it is 1472, not a nice round 1500 or something. Just curious.
