Not seen this before, but then we clean out the smokebox ash every day (with a scoop and brush) then cap the stack. But this is in the UK.
(This task can be damn hard as everything is red hot and the ash floats everywhere. One day one of our female fireman stood inside the smokebox for this. She was soon out with her feet in a bucket of water!)
