Craig, depends what one means by "finish". I would think there should be sufficient funds to ballast, surface, and align the portions that have not yet been done. But there is more that ought to be done, which will become clearer when you read your copy of the coming issue of the Friends newsletter, The Dispatch, in the next week or two. I also don't know how much of the $1 million might go to "improvements" to the C&TS besides "track rehabilitation." There is some flexibility in the wording of the appropriation language.
