More Narrow Gauge Garratt Questions

How fast were the NG-16's? The Puffing Billy Garratt?

Would a 4-6-2+2-6-4 Garratt with slightly larger drivers have made a faster locomotive?

Were there any narrow gauge Garratt's built specifically for passenger service?

What were the main physical drawbacks to these locomotives? The most obvious to me would be that as water and fuel was consumed the engines would lose tractive effort.
