Smart folks:

Paper wheels--what are they and why (though I suspect I know) did they go out of fashion? Looks like the flanges are bolted on to the web.

Also as part of the slow modernization of the D&RGW passenger fleet, many of the cars received smaller diameter wheels. Why was this? Better ride. More revolutions per mile? Lowering the center of gravity of the cars? Just a whim?
